Does Lib4RI license the full-text access?

If the library does not subscribe to the e-journal then you will not be able to get access to this resource. All subscribed e-journals are listed in the Lib4RI Journal List. If a journal is not in the list, the library does not have a current subscription to this journal. However, tables of contents and abstracts are usually available free of charge.
